Another view on the Mylapore streetscape lecture - Opportunity vs Need

Most Infrastructure Projects are synthesized from public pain points. For example a flyover is built when decongestion becomes the need of the hour. New pipes are laid when there is shortage of water and so on. These projects would be championed by the public themselves as it has a direct effect and the media glorifies such initiatives. Netas consider these as feathers on their caps and leverage them as credentials.
Historically, Indian streets never had the concept of an organized street scape (more so in Mylapore which by itself is a historical place). You would find everything on Indian streets, ranging from flea markets, street food, hawkers, beggars to transformers (Kavitha pointed this out) and even garbage. And we have been happily living in this mess. In a broad sense, a better streetscape was never a burning issue for a developing country like ours and we had bigger problems to worry about, like shortage of everything (except people).
Kavitha's project intended to fundamentally change the idea of how the society looks at a walkway. She felt that the neighborhood deserved more - Much appreciated. However, this was opportunity based (not need based).
Now, lets consider Kavitha's mention of the "Car free Sundays" at Besant Nagar, which is a metropolitan locality (in contrast with the orthodox Mylapore). Perhaps Besant Nagar, with broad minded people, would possibly have accepted an opportunity based project.
Prof. Ashwin mentioned that this a stakeholder management issue and it clearly seems to be one. The thin line of difference between opportunity and need impacts the support received from parties involved. And this can make or break projects.

We aspire our country to be a listed with Developed Nations. However we are reluctant to changes necessary for developing. We narrowly think about present needs and may slightly widen our minds for short term future development needs. We are still not convinced about long term development requirements.
Urban areas should not be allowed sprawl more than certain geographical area. Otherwise this creates everlasting demand for the new infrastructure such as roads, pipeline, cables, health & education facility etc. This increases the unit cost of infrastructure considering the population of the area, resulting in higher tariffs to be shelled out by consumers for the use of facility. Urban areas can be densified to accommodate more people. However this may burden the existing infrastructure with problems such as clogged roads with stream of vehicles, irregular water supplies etc.
Any infrastructure project in the city shall be planned for the long service life that can cater the densified population. Detailed financial analysis should justify such projects. Even though the investments seems to be higher at present time, this may be worth, considering the future worth of money, inflation etc. Planning Agency should consider the social risks involved in future such as land acquisitions, encroachments etc.
However there is also flip side for the improved infrastructure. Let us consider, for example, road infrastructure. Widened Roads in urban area will attract the population to buy personal vehicles. The roads are then strained with increased vehicles thus shortening life of road. Citizens shall be discouraged towards such motives, to shorten the service life of road, by governing agency. Steps can be taken such as increased road tax for use of vehicles, increased Vehicle registration fees, and high parking fees. Government body can even think of higher fuel price for personal vehicles.
Government cannot perpetually build new infrastructure just to find new facility has ended its service well ahead of time. Citizens are to be encouraged for use of public transit modes such as bus, Metros, suburban railway etc. For shorter distance shared bicycle system can be implemented. However transit by foot can be encouraged only if suitable facilities are provided.
No citizen want to commute on foot if no pedestrian paths are built along the road length. The commuter should feel safe being isolated from the moving vehicular traffic. So is same for the cycle commuter. People will be annoyed if footpaths are littered with garbage and stray dogs feeding on them. So is the case if footpath is being encroached by flea market, street food vendors, beggars etc. Foot Commuters feel safe if proper lighting is provided on the foot paths, if footpath pavements are intact without revealing the underground sewage drains beneath.
Attempt was made in Mylapore, at LUZ church road, by CNR team, to convert a not so dense traffic road to pedestrian friendly facility. However the local citizens could not appreciate the project due to probably stereotype mind-set “We want changes but we won’t change “. This motive received political touch during the elections when the media played their pen. Thus people again proved that they are king makers / breakers for any infrastructure project. (As mentioned by Mathew).
People still litter the road and crib about the road being dirty, blindly forgiving that they themselves are the cause for such menace. People still blame for traffic congestion, sitting inside their vehicle, ignoring that they are one who populated the roads with vehicles. We complain about unhygienic conditions in public toilets, without realising that we are users. One can find several such instances in all corners of an urban area. We have facility but we don’t know how to utilise them.
So can we conclude that “We don’t deserve any changes made in system because we are not ready for changes because we won’t change” ?
